NASA Administrator Jared Isaacman told a national television audience Sunday that the United States is running neck-and-neck with China to put astronauts on the moon, and the margin separating the two nations' timelines has shrunk to months. Appearing on CBS News' "Face the Nation with Margaret Brennan," Isaacman laid out an ambitious schedule that would see American boots on the lunar surface by late 2028, just ahead of Beijing's own target of 2029.
"The Chinese are moving at incredible speeds, and they are certainly capable of doing what the Soviets were not during the first space race," Isaacman said.
The warning carries weight because it comes not from a think-tank analyst or a cable-news pundit but from the man running the agency. And the timeline he described, a gap of "months, not years", frames the competition in terms that should concentrate minds in Congress, at the Pentagon, and across the broader defense-industrial base.
Isaacman was blunt about the narrowness of the window. The United States is targeting the end of 2028 for a crewed lunar landing under the Artemis IV mission. China, he said, is thinking 2029.
"They are thinking in 2029, we're saying end of 2028 is when we're targeting the landing. That is months, not years."
He went further, stating flatly that China "will land their taikonauts on the moon, there's no question." The issue is not whether Beijing gets there, but whether the United States gets there first and stays.
That distinction, presence versus a visit, is at the heart of Isaacman's pitch. The first space race ended with flags and footprints. This one, he argued, should end with infrastructure. A lunar terrain vehicle. The beginnings of a base. A proving ground for the eventual push to Mars.
NASA's plan unfolds in stages. In April, four astronauts completed the Artemis II mission, looping around the moon in the program's first crewed flight. Earlier this month, NASA announced the crew for Artemis III, the next step in the sequence.
Isaacman described Artemis III as a mission in which "three of the world's most powerful rockets will come together and test out their capabilities in Earth orbit", a shakedown he compared to Apollo 9, the 1969 mission that validated the lunar module in orbit before Apollo 11 attempted the landing itself. The Artemis III flight is planned for next year.
By 2027, NASA expects to be flying missions on a "nearly monthly cadence," building toward the crewed landing at the end of 2028. Isaacman said the agency could begin constructing a moon base as early as next year.
"This is an achievable plan to put astronauts back on the surface of the moon."
When those astronauts arrive, Isaacman said, "there's going to be a buggy there, a lunar terrain vehicle, there's going to be a start of infrastructure." The goal is not a repeat of Apollo, plant a flag, collect rocks, come home. The goal is permanence.
Isaacman projected that by the early 2030s the moon would function "like the International Space Station," with crews stationed for extended periods as NASA learns to operate in the harsh lunar environment and prepares for Mars. That vision aligns with NASA's broader plan for a permanent lunar base and full-time human presence.
"The question is, will the United States return before them, and will we do so in a different way this time? Will we build the base, establish that enduring presence? I think the answer is yes."
The comparison to the International Space Station is telling. The ISS has been a platform for international cooperation, and also a source of expensive, ongoing logistical headaches. NASA is already managing a billion-dollar plan to deorbit the aging station. A lunar outpost would need to be more durable and more strategically purposeful from the start.
That is especially true if the real destination is Mars. Isaacman used the phrase "proving ground for Mars", language that frames the moon not as the finish line but as a waypoint. Every system tested on the lunar surface, from life-support hardware to construction techniques, feeds directly into the far harder problem of keeping humans alive on a planet months away from any rescue.
The original space race was a contest of ideology and prestige. This one carries harder strategic stakes. Whoever establishes a durable presence on the moon controls access to resources, water ice for fuel, rare minerals, and prime real estate for communications and observation infrastructure. A Chinese base on the lunar south pole would not just be a propaganda win. It would be a facts-on-the-ground claim to the most valuable territory off Earth.
Isaacman's acknowledgment that China is "certainly capable" of achieving what the Soviets could not is a sober assessment. The Soviet Union never landed cosmonauts on the moon. China's space program has landed robotic missions on the far side, returned lunar samples, and built its own orbital station, all within the last decade. The trajectory is clear.
The administration has signaled its commitment to the Artemis program and to the broader goal of American leadership in space. But political will and engineering reality do not always move on the same schedule. Artemis has already absorbed years of delays and billions in cost overruns under previous leadership. Isaacman's job is to make sure the next two years are different.
Several details remain unresolved. Isaacman referenced "three of the world's most powerful rockets" converging for Artemis III testing in Earth orbit, but did not name them in the interview. The specific crew members announced for Artemis III were not identified in his remarks. And while he characterized China's target as 2029, it is unclear whether that date comes from an official Chinese government statement or from U.S. intelligence assessments.
The definition of "nearly monthly cadence" for 2027 missions also deserves scrutiny. Monthly launches would represent a dramatic acceleration for an agency that has managed only a handful of Artemis flights so far. Whether NASA's supply chain, workforce, and launch infrastructure can sustain that pace is a question the administrator did not address on Sunday.
None of this diminishes the ambition. NASA has shown it can still push boundaries when given clear objectives and competent leadership. The X-59 supersonic test and the successful Artemis II mission prove the agency retains deep engineering talent. The question is whether the bureaucracy and the budget process can keep up with the timetable Isaacman has set.
Isaacman framed the competition in the starkest terms any NASA administrator has used in years. He did not hedge. He did not bury the timeline in caveats. He said the United States is in a space race, that the margin is razor-thin, and that losing it would mean ceding the moon to a strategic rival.
That kind of clarity is welcome. What matters now is whether the rest of Washington treats the deadline with the same urgency, or whether "months, not years" quietly becomes years, not months.
Space races are not won by press conferences. They are won by hardware on the pad and boots on the ground. The clock is running.
