House Judiciary Committee Chairman Jim Jordan is demanding the FBI turn over all evidence tied to a secret counterintelligence operation that labeled sitting Republican lawmakers, Cabinet secretaries, and conservative media outlets as "conduits" of Russian disinformation, while treating prominent Democrats as victims.
Jordan sent a letter Wednesday to FBI Director Kash Patel demanding every piece of evidence related to the operation, codenamed "Round River," which a group of FBI analysts launched during the 2020 election cycle. Declassified documents released last month revealed that the bureau and U.S. intelligence agencies built a spreadsheet listing more than six dozen organizations, Americans, and foreigners connected to the Biden family Ukraine scandal and the 2019 impeachment proceedings against President Donald Trump. The spreadsheet sorted those figures along party lines, and the sorting tells the story.
Democrat politicians, Joe Biden, Hunter Biden, Hillary Clinton, John Kerry, Barack Obama, and liberal megadonor George Soros, were categorized as "targets," meaning victims of Russian disinformation. Conservatives got a different label. Attorney General Bill Barr, Secretary of State Mike Pompeo, Sens. Chuck Grassley, Ron Johnson, and Lindsey Graham, then-House Intelligence Committee Chairman Devin Nunes, Fox News, One America News, filmmaker Michael Caputo, Trump lawyer Rudy Giuliani, and Jordan himself were all designated "conduits", people the FBI claimed were carrying and spreading Russian propaganda.
Jordan was labeled a conduit while he was investigating Biden family corruption allegations. So were Grassley and Johnson. The FBI, in other words, tagged the lawmakers conducting oversight of its work as instruments of a foreign intelligence operation.
The operation began at the FBI's Pittsburgh Field Office, which initially targeted Giuliani over his efforts to investigate Hunter Biden's business dealings in Ukraine. It expanded from there. Just the News reported that the FBI and spy agencies received derogatory evidence about the Bidens from their own informants, and then moved to neutralize it rather than follow it.
The FBI gave what it called "defensive briefings" to members of Congress, warning them that the information they were pursuing about the Biden family was Russian disinformation. Jordan told the Just the News, No Noise TV show that nearly half the bureau's confidential human sources flagged a concern about that approach, and the Justice Department overrode them.
"So almost half the confidential human sources say that was a concern, and yet they said, 'No, no, no, no, we're going to push that to the side,' and the Justice Department said we're going to go instead say this is a Russian information operation, and they're using members of Congress as conduits to convey that Russian misinformation that they're trying to get out. That is ridiculous."
A Washington Examiner analysis put a finer point on the numbers: the FBI's Foreign Influence Task Force had 14 confidential sources providing derogatory information on Joe Biden out of 53 total sources swept up in Round River. Three of those sources had reported for years on Hunter Biden's ties to Burisma and Ukrainian influence-peddling in Washington, with some reporting dating back to at least 2015. The task force never tried to verify whether the Ukraine allegations were true before slapping on the disinformation label, according to that analysis.
Financial professional Jay Rogers, writing in the Examiner, framed the operation bluntly:
"Round River flunks that test on the most basic level. The ODNI summary admits the team never bothered to find out if the Ukraine allegations were true. They slapped on the disinformation label first and built the justification after. That's not counterintelligence. That's a verdict looking for a trial."
FBI Director Kash Patel has acknowledged the gravity of the matter. Breitbart reported that the spreadsheet was released by the White House Government Transparency Task Force, and that Patel's FBI is now investigating whether the Foreign Influence Task Force used Round River intelligence to undermine or influence ongoing investigations, including those involving the Biden family.
Patel stated that while the internal review is not yet complete, the bureau is investigating "whether the FITF used information learned from the Round River assessment to undermine or influence ongoing investigations by only focusing on the subset of CHS's involving the Bidens." That language suggests the probe is looking at whether the task force cherry-picked informant reporting to protect one political family while discrediting another.
Jordan did not treat Round River as an isolated episode. He placed it on a timeline that stretches back to 2016, when the FBI relied on what he called the "now-discredited Steele Dossier" as a basis to surveil Trump's presidential campaign. Former FBI agents Peter Strzok and Lisa Page were intimately involved in the bureau's Trump-Russia collusion probe during that period.
Jordan told Just the News that the pattern ran in one direction:
"It's always been an effort by the government to help the Democrat candidate and harm the Republican candidate. In this case, each of the three times it was President Trump. That is not how our system is supposed to work. Not how our government's supposed to work."
He traced the arc from the 2016 campaign through the appointment and conduct of former Special Counsel Jack Smith, whom then-Attorney General Merrick Garland tapped to investigate Trump. Smith indicted Trump in two cases, one over alleged mishandling of classified materials, codenamed "Arctic Frost," and another over Trump's challenge to the 2020 election results and the events of January 6, 2021. Both cases were dropped after Trump won the 2024 presidential election. Smith resigned.
But the scope of Smith's operation went far beyond Trump himself. Records previously released by Sen. Grassley as Senate Judiciary Committee chairman showed that Smith's office issued nearly 200 subpoenas in the Arctic Frost-linked case alone. Those subpoenas secretly sought records on more than 400 Republican personalities and groups, many closely connected to Trump. Congress found that Smith accessed the private communications of more than 40 lawmakers and may have misled Congress about it.
That last point, accessing lawmakers' communications, strikes at a constitutional nerve. The Speech or Debate Clause in Article I, Section 6 of the Constitution exists to prevent the executive branch from hauling members of Congress before courts or investigators over their legislative work. The clause bars lawmakers from being "questioned in any other place," a protection designed to keep the Justice Department and the judiciary from intimidating or retaliating against legislators who exercise oversight.
Round River's "conduit" designations effectively did something similar through a different door. By classifying Republican lawmakers as vectors of a foreign disinformation campaign, the FBI created a counterintelligence framework that treated congressional oversight of the Biden family's Ukraine dealings as a national security threat. The lawmakers investigating the bureau's own conduct were recast as the subjects of investigation.
Jordan was direct about what he sees as the culmination of the pattern:
"It started with the Clinton campaign telling a lie, and they built off of that, and then it was all the other stuff culminating in Jack Smith doing this to a separate and equal branch of government. That's how serious it is. So this has got to end. This is America, the greatest country ever. We don't operate this way, but unfortunately, it happened over the last decade."
Jordan's letter to Patel demands all evidence related to Round River, but the full scope of the operation remains unclear. The declassified spreadsheet names more than 70 figures, but the complete list has not been made public. Which spy agencies beyond the FBI helped build it has not been disclosed. Whether any of the individuals labeled "conduits" were formally notified by the bureau, or given a chance to respond, is unknown.
The FBI under Patel has not publicly responded to Jordan's letter. The internal review Patel described is ongoing, and its conclusions could reshape the public understanding of how federal law enforcement handled the Biden family corruption allegations in the run-up to the 2020 election.
When a government agency treats elected oversight as a foreign intelligence threat, the question is no longer whether the system was misused, it is whether anyone will be held accountable for misusing it.
