A chemical gas reaction at a silver recovery plant in Institute, West Virginia, killed two people Wednesday and sent roughly 30 others to area hospitals, including seven ambulance workers who were exposed while responding to the initial emergency. The incident triggered a shelter-in-place order that kept surrounding residents locked down for more than five hours.
The leak struck the Catalyst Refiners plant, a facility that extracts silver from the residue of chemical processes, as workers were preparing to shut down at least part of the operation. Kanawha County Commission Emergency Management Director C.W. Sigman told the Associated Press that the reaction involved nitric acid and another substance, though he did not publicly identify the second chemical.
Both deaths occurred on the plant site. One person remained in serious condition as of an evening news conference. The identities of the dead have not been released.
Sigman described the incident in blunt terms, calling it "a violent reaction of the chemicals" that "instantaneously overreacted." He said the reaction is believed to have occurred during a cleaning process, a phase he flagged as inherently dangerous in chemical operations.
Sigman told reporters:
"Starting or ending a chemical reaction are the most dangerous times."
Kanawha County Commission President Ben Salango said the reaction produced toxic hydrogen sulfide, a gas that, even in small concentrations, can cause respiratory failure and death. The Washington Times reported that 19 people were hospitalized, with one in critical condition, while authorities confirmed all casualties occurred at the plant itself.
The broader figure of roughly 30 people sent to hospitals includes those who drove themselves to emergency rooms. Dale Witte, a spokesman for Vandalia Health Charleston Area Medical Center, said the facility was treating multiple patients, some delivered by ambulance, others who walked in from the surrounding community Wednesday afternoon asking to be checked. Patients were experiencing respiratory symptoms: cough, shortness of breath, sore throat, and itchy eyes.
Industrial accidents like this one are a grim reminder that the Americans who work closest to hazardous materials often bear the greatest risk. That pattern has repeated itself across the country, from a recent plant explosion in New Jersey that critically injured four workers to chemical fires and well-site blowouts in Texas.

Morrisey said:
"We know that the first responders, they always run to the fire. They put themselves in harm's way. We're very grateful to these brave men and women and what they do. And they're in our prayers, and we're monitoring the recovery of those transported to our local hospitals."
The governor added that officials believe the local air quality and water supply were not affected by the leak. Sigman offered a similar assessment, saying the gas did not travel far from the facility.
"You had to get really close to the facility to smell it."
Still, the shelter-in-place order covered the surrounding area for more than five hours, a precaution that suggests officials were not entirely certain how far the contamination might spread. Communities in West Virginia's Kanawha River valley, sometimes called the state's "chemical valley," have long lived alongside industrial operations that carry inherent risk. WVU Medicine Thomas Memorial Hospital in South Charleston said in a statement that it cared for a dozen patients. Eight of those arrived by personal vehicle and were not at the plant itself but were in the area at the time. The hospital described those injuries as not life-threatening.
The New York Post reported that a large-scale decontamination operation was required at the scene, underscoring the severity of the chemical exposure. Sigman noted that some of the injured were transported by unconventional means, including, in at least one case, a garbage truck, as the scale of the emergency overwhelmed the initial ambulance response.
Institute sits about 10 miles west of Charleston, the state capital. The Catalyst Refiners plant is owned by Ames Goldsmith Corp., which recovers silver from various plants at the Institute complex. Sigman described the operation's value in practical terms: the company recovers so much silver that even vacuuming the carpets in its offices yields thousands of dollars' worth of the metal.
Frank Barber, the company president, released a statement at the briefing:
"This is an unfathomably difficult time. Our thoughts and prayers are with our colleagues and their families."
Ames Goldsmith said it was saddened by the deaths and promised to work with local, state, and federal officials as they investigate the leak.
The federal Occupational Safety and Health Administration has opened an investigation into the incident. A spokesperson said the agency has six months to complete its examination, a timeline that, for the families of the dead and the workers still recovering, will feel glacial.
